    Get shelf liner & sew it to the bottom of the rugs.

    They make non-slip pads for rugs, which you can attach to the bottom of a rug. Also, you can apply lines of hot glue to the bottom of the rug.

    You could cover the bottom with rubber cement.

    Are you trying to prevent the rug from moving around or prevent water getting on your floor?

    Moving around, probably. There's stuff you can buy in any rug department that you can just put under a rug and it will make it a lot safer and it will be neater looking. If you want you could sew it to your crafted fabric rug but your rug would be more washable and you could turn it over if you just put the non-skid stuff under it.
