Concrete is a porous material and the dye may have gone too deep. I would go to the beauty supply store (like Sally) and buy some clear color (like Jazzin). Clear color is meant to add shine, but it has removed color for me. Also the gals at the supply store may have a trick or two for you. Good luck.
Concrete driveways catch everything and they stain so bad too, but try this little method and it should clean them.

Powdered cleanser like Ajax or Comet with bleach in it has worked for me on the bathroom floor. Dampen the area on the garage floor, sprinkle a lot of the cleanser on, let it sit 15-30 minutes, then scrub with a brush or shop broom. Sweep the used cleanser up. If the stain is still there, pour pure bleach over it and let it soak half an hour, then scrub, then sweep or blot up with paper towels. Best wishes 😇
I would call a Homedepot or Lowe's, and ask the paint department. I'm assuming your garage and driveway are cement. Let them know what color the dye is, and if it can be painted over. You should look at the box from the dye, and it might tell you just what to use to remove it. Next time, use an old shower curtain that you just let dry, an fold it up. Good Luck!
