Try steam cleaning them.
A scoth brite pad soaked in COKE will eat away any sediment that keeps the window from staying clean. Once that window glass is cleansed, coat it with the automobile windshield protectorate called Rain-X. That product will make the water run off faster and not waterstain in the future.
Squeegees work wonders.
I have had success with Windex Glass and Patio in the past.
My favourite window cleaner though, if you can reach the window is cornstarch. Pick a cloudy day, put a couple of tablespoons of cornstarch in a little nappy/bowl and add water till you have a milky paste. "Wash" the window with a light coating of the solution (don't over apply). Let dry.
Most of the time, I can just take a dry cloth and buff WITHOUT RINSING. It leaves a nice shine which repels dirt.
If that doesn't work because you put a really thick coat, you can take a damp cloth, wipe, let dry, then buff. You can then use a squeegee if you had to rinse.

CLR, spray it one and let it set, then clean it off with warm water and a rag. Then I would go back and clean it with windex or vinegar water and newspaper for a no streak shine.
