Any structure of this height and weight must be supported by an equal depth below and around it to ensure that is is straight, level, and securely achored against moving, falling over, and becoming a possible safety issue.
The dirt must be dug out, levelled, and reinforced with crush gravel to combat natural erosion of the earth and gravity of the heavy blocks.
The other comments were correct: The only way that the structure is going to be lasting and safe is to have it reinforced with rebar and cement.
