I assume there is a stairway from the deck to the ground level. I would make a path with pavers, or pavers and gravel. On each side you could have plants to guide the path to the gazebo, or even rock gardens.

Do you live in an area where you have freezes and thaws? If so, I would not join the deck to the gazebo as there is a very real chance of damage to either/both as they rise/lower unequally. We have three levels to our deck with one-half inch separations between the three and have never had a problem. (Our upper deck is not attached to the house, either, for this same reason.) We learned our lesson the hard way in our previous home.
