They have companies that remove them, they first drain any oil and sludge in them, cut them in half and remove, and recycle them. I would call the local oil heating delivery company, they would know who does this.
Your former oil supplier should be able to do this.
If you still have fuel oil in the tank, you should contact your past supplier to see if they will remove it. Otherwise, contact your past supplier for their guidance in removing the tank from your cellar as there are varying codes in every area of the US. Because of possible contamination, your tank may need to be professionally removed. Be sure about your options before your do anything illegal.

Not a cheap fix. But there are codes involved. You best get the company in on this. Or ignore it. I left my old one when I sold the house.
