If deer are hungry enough they’ll eat anything so focus on “deer resistant”plants as suggested above. What the deer don’t eat the rabbits and chipmunks will take care of. Unfortunately you kind of have to adjust your expectations, remember they were here first, and hope for the best.
That said, I’ve given up on annuals except in high hanging baskets or on my second story deck. Spirea does well and is beautiful in the spring- for about a week. Daylilies do well and my ivy ground over is untouched.
