It is most important to prune rose bushes in late winter or very early spring before you see any new shoots or leaves. Cut it back severely. My husband prunes ours way back and we get all kinds of roses all summer. I did it this year, not as severely and we have much less growth and roses. Next late winter I will prune like him so I do not have dead stubble instead of roses in some places!

Cut out all Dead , Weak and Crossing Branches.
I cut mine back in late fall. I cut them back pretty close. They always come back pretty in the spring and bloom themselves crazy.
One 'rule' of pruning,( I'm not expert) is to remove dead wood, and another is to cut branches that are obviously interfering with one another; such as crossed and rubbing. I hate rosebush thorns SO much. I would want my leather gloves and nice thick long pants to even start.
Go on to You Tube and type in "pruning roses" on the Search bar. There are so many GREAT videos that show you exactly what to do!
