how can I get rid of this permanently, it keeps coming back.
While I have never attempted this way, you can certainly try! My mother was famous for planting dead flowers - and it worked some of the time - back then there was no internet, just the library, local nurseries and the local arboretum. Here are a couple links to help you out.

If it were me, I would plant, water and throw caution into the wind and see what happens!
Hi Patti, My grandmaother named me fter that flower because she thought it was so lovely :) and my sister and I are hoping, come Spring, to plant a long row of Rose of Sharon along the edge of our yard to keep folks (hopefully) from cutting through our yard from the alley running beside our lot (we are blessed that the woman across the street from us has 2 plants in her yard and gave us 24 cuttings from them!) Don't forget that in order to control their unwanted spread you have to deadhead them (they also spread through underground so keep an eye open for any intruding little sprouts coming up in the alwn and pull them out immediately) :) Here are a few weblinks to help you grow them, control them, and enjoy them for years to come ;)

they grow and spread like crazy
Around my house they grow like weeds. If it is less than about two feet tall they are moveable/ transplantable. To dig a short one out just circle around the main stem until you can sort of get under it to shovelfull it out. Meanwhile also dig out the new spot (dig about 3 shovel fulls wide ) and stick it in the ground- pat / stop the dirt around it and give it some water. They seem to grow from Seed, actually, which is very plentiful; you will see AFTER they bloom that there are seed pods forming. You could make a concious effort to collect the seeds and plant them in a specific spot or in a row where you hope to have more. My style of gardening is pretty lazy, If you have a hand size pruner and deliberately trim the bush/ shrub back, you could put all your clippings that have brown (ripe) seed pods into a brown paper grocery bag. That way you will have a bunch of seeds to work with ( after you shake the bag) I think that left to themselves, the seed pods are natures way of packaging the seeds.
