Why don’t you want to use a drill? My husband found a battery-powered drill for me that actually fits in my fairly small hand. I don’t know the brand, right now it’s 300 miles away. It’s orange.
You’ll need a masonry bit and masonry anchors - make sure the sizes match and also consider the size screws that fit the anchors. You drill into the mortar if you have cinder block walls. Tap the anchors in with a hammer.
This is where you need a good old-fashioned hardware store. The kind with worn wood floors and high shelves with a rolling ladder. A girl can dream! But most of all you need the advice of the people there. Ask questions. They will be thrilled to help you.
You will also need furring strips - pieces of wood that you screw into the anchors. You can pretty much choose what size you want - width and thickness - to make it easy to screw in the brackets for your shelves or pegboard. This is not fancy wood - nothing special at all.
Attach pretty much anything you want.
It’s hard to Google or find youtube videos if you don’t know the search words: Masonry anchors. Furring strips.

Just hammer it in, and pry it loose when done, leaves only tiny pin holes
