The first thought that comes to mind is folding the pages and hot gluing the ends together and eventually gluing all the pages together to make a flower. Once you have an assortment, stack inside a frame of your choice.

It could actually be toilet paper rolls - i just saw a tutorial on Hometalk Weekly last week for something like this ! It said SAVE YOUR TOILET PAPER ROLLS :)
