Bamboo! (It is prohibited to plant in the ground in some towns due to spreading uncontrollably) It will spread and grow quickly but new shoots are easily mowed or stopped by planting in large containers. We used multiple stalks along our property line to hide a multiple story hotel directly behind out house. There are multiple types and can be $40 or more per clump but grows 12-20+feet high fast and blocks out everything within a short time, it also has a pretty sound when wind blows.
