If you paint when it is raining, or really wet out, I have found the paint gets like that. I would just do a light coat of the same color over it, on a dry day, if this is the case. I would do that anyhow.
You say they have become sticky, so they were not sticky right after you first painted them? Do you have an outside venting kitchen fan. What did you initially use to clean them after painting?
What kind of paint did you use, acrylic, latex, alkyd? Did you use a protective coating, and did it have the same base as you paint ( water or oil)? I find that it is important to use acrylic paint not straight latex which is rubbery and can get sticky, and is not very scratch resistant... I also find that using oil-based cleaners on water based paint, tends to make them sticky too, especially if they were not fully cured.
IF cleaning or trying a deglosser (2nd last resort) doesn't work, you will need to lightly sand, clean well. You could just go over it with the same paint, but you might have the same issue again, I would prime it with a good high-adhesion primer first like KILZ or Zinsser BIN or 123. You could get it tinted to your cabinet colour to avoid putting on too many coats.
