Make a wooden "base" that CAN be drilled into studs. Paint the same color as the wall, then attach the towel rack to the base. Did the same thing with my toilet paper holder. Works great!
Use the white plastic hardware that you use for picture hanging. These have wings that spread after tapping into wall. Then screw in your screw. You should have a stable towel rack.
Use wall anchors.
