Have you tried CLR? I can get it at my local Walmart. It cleans calcium, lime and rust. I do not know if it can be used safely on vinyl siding. First (and always) check to see if it is safe for your siding!!! It may not work. Good luck. This is a great question, by the way. I am sure many people are wondering the same thing.
there are several products on the market just for this purpose like CLR, however they are harsh and you must use gloves and a mask. I'd use vinegar or if really bad, bleach or ammonia. Vinyl doesn't rust so to speak, but gets lime deposits that look like rust, so even toilet cleaner and scrub brushes should work. Good luck!
Use Lysol toilet bowl cleaner in the blue bottle or mix dawn dish detergent, baking soda and a little vinegar to make a paste and scrub it off using non scratch dishwashing pad.

Hello, hope this helps. For your cleaning solution, mix ½ cup white vinegar (or lemon juice) with ¼ cup baking soda and 1 gallon of warm water. Use a microfiber cloth to wipe the solution on your vinyl siding. Let the solution sit for about an hour then wash away with soapy water.
