What you have is the grout efflorescence....

Get a really stiff brush and remove it. Ask the mason who did this what cleaner he recommends.

Remove the loose pieces. This can be done using a pressure washer ( this probably takes the least amount of effort), using a wire brush could crelate scratches. Then regrout.
Polymeric sand might work.
Buy the grout in a caulking tube at Lowes or homedepot
It is in the flooring section at Lowes or home depot. It is water proof .
I don't know about the rest of you but this post just showed the picture and had no info on how to do it!
