Hi, the answer to your question is generally yes. However, it is a lengthy, somewhat tedious and very "stinky" process:
1) Clean your tiles with TSP (trisodium phosphate), water and a mop
2) Get a very good ventilation set up for the areas that will be painted (this process process will produce strong fumes)
3) Apply and oil based primer (best and easiest with a long handled roller) and let it dry (you might have to apply several coats, letting it dry for a while in between coats)
4) Once the primer is entirely dry you can apply your paint (examples: Porter Paints Glyptex Alkyd, Behr Paint - Home Depot...); let it dry for several days and apply another coat if necessary (let that one dry again...)
5) Seal the paint by applying several coats of urethane (with ample drying time in between coats again).
Once that is dry, you are finally done!
