Hi Doris, personally I found the following tutorial on Hometalk especially helpful: http://www.hometalk.com/diy/how-to-paint-brass-lamps-2898703
It is not a chandelier, but should work just as well.
Have fun with it :)

Yes and get the one (Rustoleum) that is both primer and paint in one , it covers the best!
Hello Doris; This is the method that I have used, to repaint a Brass Chandelier.
Clean the chandelier with hot water and dish soap.
Unhook all embellishments on the chandelier.
Tape over any permanent parts not to be painted, such as bulb sockets and wires.
Place the chandelier on a protected surface for painting.
Sand all brass parts of the chandelier with 220-grit abrasive.
Sanding will create fine scratches, providing a "tooth" for the new paint to hold on to.
After sanding, wipe down the chandelier again with a damp sponge. Allow the chandelier to dry.
Coat the chandelier with metal primer.
Hold the spray can 10 inches from the chandelier and keep the spray moving to avoid drips.
Leave the primer to dry.
Paint the chandelier with two to three coats of spray paint, to ensure even coverage.
Allow dry time between coats. Leave the spray paint to dry.
Spray the chandelier with two to three layers of clear spray polyurethane to create a lustrous, protective coating over the paint.
I hope that this helps you!!!!!!! Take Care!
