When you were told to clean it, they should have told you to use Muriatic Acid to "etch" the concrete so any paint would stick. I would pressure wash this, use the Muriatic Acid, then stain again.
You can seal the concrete after you are done, as well, which might help with wear and tear, here are some ideas on that:

Sherwin Williams has a product that is strictly for stripping concrete porches - I don't think it is Muriatic Acid. I'm sorry I can't remember the name of the product, but it did a great job on my patio. I painted mine and the paint is still there 8 years later.
Pressure wash it. We have to do this periodically to our driveway, makes it look like new again.
I would carefully clean the concrete with muriatic acid. Read safety directions before using. Next, after concrete is throughly cleaned, stain the concrete and seal it with a concrete sealer. We stained ours earlier this spring.

Yeah that doesn't look like stain, it looks like old paint. Concrete stain wouldn't properly absorb and stain the concrete if there was old paint on there. And muric acid wouldn't eat the paint off either.
You usually rent a grinder to remove paint, then clean, then stain using pigment in a sprayer.
