If saturating it with white vinegar and then sprinkling baking soda over it (let dry completely) doesn't lift it, he might be right. Although if the vapor barrier is under it, nothing should have come through.
I have had this problem with a pet stain. The more I cleaned the carpet the more I brought the stain up from the carpet pad. I would soak it with a mixture of white vinegar, laundry soap, and baking soda. Then if you have a carpet cleaner keep going over it. If that doesn't work try hydrogen peroxide.
If you have cleaned the rug well, and the spots are impossible to remove, I would cover the cleaned carpet with an area rug.
sounds as if the carpet needs to be taken up and the Stain below Sealed at some time. In the meantime maybe if it is in a suitable place cover with a Rug or if you feel you have nothing to loose- Make a feature of it by using Carpet or Fabric Dyes and get creative.........

try oxi clean bef peroxide. You don't want to remove the color. Try rinsing it well.
Just be honest with buyers...let them know they may want to replace the carpet to suit their taste or they may want to put down another type of flooring. If possible, just bite the bullet and get new carpet. It will probably help you sell your house. Good luck!🍀
