I have spray painted metal ones twice--once right over everything (the woven ribbons and ropes were yellowed too, and once by removing the slats. Both
were successful.
My friend painted her real wood blinds by removing the slats and spray painting them, and by using gel stain for another blind. They all looked good.
Spray them. Be sure to clean them well first. Then apply light even coats of spray paint.
