I had the same problem so I took all my spices out of the rack, put each spice in a small glass jar, labeled the jars and then placed all the jars on a fancy tray I sit on my hoosier cabinet top. When I went through my spices I found some that needed to be tossed out. Then I used the spice cabinet area for holding boxes of baggies, etc.
try arranging the like spices together...baking spices, Mexican spices, Greek spices, etc....turn the labels so they are facing you through the plastic bins. That may help a little. I always keep my spices in matching glass jars with labels on the fronts so they are easier to read.
There are some clever ideas in this link, I like the idea of using a drawer instead and laying them all flat with labels facing upward:

I put mine in alpha order so then I know where to look.
i use these. They are called Spice Stack. The drawers pull out and drop down so you can see your spices. i put them in alphabetical order.

Where do you buy these spice racks?
You'll probably have to get them online - Amazon has them, Target, Walmart, etc. I have multiples - use them for K-Cups, cake decorations, etc. Love them.

Although it would mean changing your shelves/sides of the drawers, perhaps the sides could be wire, dowels or plexiglass so you can see.
