I think it can be done, would take some thinking as to construction. Also check your local building codes as maybe a permit must be pulled. Can you post a photo to make better suggestions?
I agree with Naomie. I can be done. Checking you local codes would be a plus. They may advise what is allowed. The roof of the porch could be tied in with the house roof with a ledger board and flashed. You could also purchase a kit which would save a lot of money, labor, and time.
I don't think making a screened in elevatd porch would be any different than making a screened in groundd level porch. The house roof does not always have to tied in with the deck roofing.

I would think twice about this project as a DIY...especially if you are high off the ground as you say...you would need a crew of experienced builders to be sure this is sound, and will not fall down in the future and seriously injure someone...this is a major home improvement project that will add much value to your home and property and must last for many years...keep trying for estimates it is not always about the cost...you want to enjoy this for many years with your family and friends without the fear of something seriously falling apart...we had our screened in porch built as an add on when we moved in 22 years ago and have enjoyed this extra outside room without fear of anything going wrong...
Wish you had included a picture but I think anyone can make a screened-in porch. I did mine about 3 years ago and is now my favorite room. Sleeping out there while it is raining is just the absolute best!!!
To be honest though, the roof is the major task since you already have the concrete deck. I would just have to see how the roof line of your house looks now and what the possibilities of adding to it. Try sending a picture.
