I can see in the picture what looks like suckers at the base of a palm tree.
If the suckers are the problem, you need to remove them by sawing them off straight up and down near the trunk of your Palm. Suckers are a natural thing and just need to be removed as they show up. They do use some of the trees energy so it's best to remove them quickly.

This is normal reproduction for sago palms.
Looks like you need to trim up the sago and remove the outshoot. You are so lucky yours grow like this. Here in Texas I have to baby them since they do not like our weather!

Actually, I wouldn't stop them. Off shoots, in my opinion, just fill the space for more beautiful foliage and creates more sagos. They are my favorite palm and I hope to have many in my desert oasis.
