This is definitely going to be a big project! Cant wait to see it.... you can use rocks to decorate the waterfall and paint/seal them with Dixie Belle Paint for a decorative touch.

This is a huge project that must be done correctly. I would invest in a book (available at home improvement stores) that are dedicated specifically for pools and spas. You might also want to visit a pool installation store and ask them for directions since you will probably need them in the future to buy supplies and materials. They are your best source.
You need a pump somewhere maybe in the drain, to get the water up there. Mortar the rocks together and then have the water come out up top.
Look at a table top water fall and that will get your creative juices flowing. The one definite will be a pump that will recycle your water back to the top and the fact you will have to add water on a regular basis since there will be water loss through evaporation and/or if you incorporate plants as well on the side {they to will inhale a certain amount of moisture. My advice if you want it and have the money to do it hire a professional. Have them make a bid for the job....follow the references. Don't go for the lowest bid nor the highest either.
