1) professional repair (look for a forge, or an antiques dealer who deals in old iron)
2) Castaloy - basically, a stick of an alloy that you can work with a torch
3) JB Weld, which is a cold-work putty.
if the neck is hollow, a rod can be insterted to stiffen the neck.
the 'weld' can then be sanded, and the piece painted with engine paint or Rustoleum.

Cherie, you can have it welded. Just find a shop that welds and call them to see what they will charge. It should not be too much.
