Hello Marcia, It would be very helpful to know what grade will be using the classroom.
Use lots of bright colors and prints to make the room cheerful. To save money, cut recognizable shapes out of cheap construction paper or posterboard. Depending on the age of the students, have then draw or paint artwork to display around the room...perhaps on a "gallery" wall that you can update with new artwork as they complete it.
