I think you need to rethink this - your comment on not wanting to disturb the house foundation makes me think that if the bush you are talking about continues to grow, the roots may disturb the foundation. Then you'd have a large costly problem. I'd remove the bush and plant something smaller.
Unless you stop watering altogether, you can't stop nature, your plant will continue to grow. If it is so close to the foundation of your house, and you are worried about it, move it now before it gets any bigger and does do real damage which can be quite costly. Make sense? Replace with something else and be certain it is appropriate for your conditions. As to the little buds, just trim them off if you are still trying to turn it into a tree. And plant in a location where it can flourish. Good luck!
