LOL, we had the exact same issue. Remove the dog door and frame. Use plywood cut to size and center it in the opening. Screw in place. Caulk edges. then use styrofoam insulation sheets, cut to size to fill the gap and block drafts. Glue in place and caulk edges. Finally, add your drywall on the inside and a piece of T111 on the outside to close up the holes. Finish to match the existing surfaces.
why not make it a Fairy Door, they are very fashionable at the moment..............?
Don't forget to put some kind of house wrap on the outside before you put your piece of siding down... like tar paper, or one of the Tyvek exterior moisture barrier wraps.
If the hole doesn't have any 2x4 posts showing to nail/screw the plywood covering too, add a piece of 2x4 cut to fit to the bottom and top of hole, toe nail the pieces in.
