ceramic tile will never hold up to the environment outside
I used them in my garden but they are very slippery
I tried this once & without a firm base, several broke into pieces. I did take one, added protective dots & turned it into a large hot plate to protect my countertops.
Indoor tiles should not be used outdoors because they do not have a slip-resistant surface. Not only are outdoor tiles needed but also outdoor waterproof adhesive.
It can't hurt to try to do this. If you use them like stepping stones, I would think you would need something like a concrete paver to glue it to for support. By itself without support, any weight on it will break them. If you try this, you might also want to find a way to make them less slippery when wet!
I wouldn't because they can be slippery and can easily crack. I have used them to make an outside table top with a wood base and grout around it.
IF THEY ARE INDOOR TILES FOR FLOORS YOU MAYBE OK! SO LONG AS THEY ARE THICK ENOUGH. OTHERWISE THEY MAY ONLY LAST TILL FIRST fROST OR SOMEONE OR SOMETHING HEAVY IS PLACED ON THEM. My sister did this with wall tiles and ended up with dangerous crazy paving - very sharp edges...............

I also don't think it will work for you. I had a friend who used ceramic tile at her front, on the inside of the her entry way. She broke some the tiles one day as she entered and stomped her feet on the rug to get snow off of her boots! Plus, as others have said, they can be very slick. Please be safe and don't use them in place of pavers. Maybe they would look nice added to flower beds, just for decoration flat on the ground or leaning against them the foundation or an interesting rock or maybe under potted plants on your porch or in a flower bed? I'm sure you can come up with other ideas, too! Good luck.
