My question as I watched these grandparents was always, "Why are you sweeping your yards, and why is there no grass around your house?" We have grass around ours.
Have your son scrape a piece off. If it's tar-like, use a petroleum product to clean it off like WD-40.
If it is more organic, you can pressure wash it off.

In some places, yes they still use tar. Call a local roofer to come take a look.
Try using tar remover on a small spot to see if it removes the stain. If it is not tar, you may be able to remove it using plain soap and water.
When did this shingle job occur? if it was recently, I would call back the roofer to clean his mess up.
I would also call a roofer as it may be mold that needs remediation.
Sounds like a power wash job is needed.
Try WD40. Test it first to make sure that it will not harm the siding. It is easy to wash away the residue.
