Shelf contact paper typically has an adhesive backing -- so the wallpaper paste would not be needed. If your shelf paper is non-adhesive, wallpaper paste could be used; but be sure to measure and cut your shelf paper first to ensure a good fit prior to applying the paste thinly and evenly.
I would get a can of Elmer's spray adhesive,its a very fine mist of glue and works well for putting 2 surfaces together.

Since contact shelf paper has its own adhesive, you probably wouldn't need to add wallpaper paste. If your shelf paper has no adhesive, then wallpaper paste should work fine. Just make sure to pre-fit the shelf paper before adding the paste to make installation easier and cleaner.
