You can use plain water and a soft sponge. Let the stencil soak in warm water for a few minutes to loosen the dried paint, then carefully sponge off any remaining residue. Towel dry after cleaning.

I agree warm water and soap, let set and sponge. If all of the paint doesn't come off rewet.
