Dig a trench about 12" deep as close to fence line as possible. Cut wire mesh 2' wide and staple to fence 6" up. Drape mesh into the trench and fold the extra towards the other side of fence. Fill trench back in and tamp down well.

I don't know about SNAKES.... (where do you LIVE!?!) But DOGS, yes, I can help with. What kind of dogs do you have? Chihuahuas are harder than mastiffs. And I have both, 3 mastiffs and 4 chihuahuhas, so I speak from experience!! Yes, bricks and blocks are good for DOGS, but snakes!?! Perhaps you should procure a Mongoose... they hate snakes.. LOL!
Use chicken wire or a fine mesh. Dig a trench in the dirt however deep you want, put in the wire or mesh and cover up with dirt.
I don't know if any thing will keep snakes away, however cut up free pallets would be your best bet
I'd try the chicken wire or small gauge metal fencing around the bottom, it can be attached to a wood fence with a staple gun. Good luck!
