absolutely - clean it well, give it a go-over with a Scotch-Brite scrub pad, and give it a coat of prime a few days before you start.

I papered over paneling in my mobile home . I used pre-glued paper and it stayed up for years. Clean paneling good first.
i have painted overpaneling. I firstcleandwith TSP. (GLoves please). Then used a primer called "gripper" from Home Depot whichyou can get tinted. making sure the grooves were painted thickly with gripper so paint would Adhere. Then painted with paint. We did ours in white and it has a very beach like feel.
Yes, if you cut it in strips or use Border. otherwise you would not get a satisfactory finish.........

Oh yes you can. I live in a mobile home built in the '80s. It had big flower paneling in the kitchen and bathroom. It was so ugly. I painted both rooms and brightened them up, I even used a pastel on these roomslavendar in the bathroom and soft yellow in the kitchen. Then I had to cover the wood colored paneling in the bedroom and guest room. They also came out great!! Covered it completely and only cost the price of the paint and a little elbow greese, I'm 70 yrsold, if I can do it anyone can!Happy painting to you!

I would suggest that you visit Home depot, Ace Hardware, Etc.
Please get any paint chips that you are attracted to, and are interested in.
Decide what color that you Love and Enjoy. This is your Home, so make it a reflection of yourself.

Depending on the type of paneling, I wouldn't recommend papering it...

I have been successful painting over paneling. In the 1st house, I filled the grooves in with spackling, then painted. I did it again in this house, but since it was in my craft room I didn't bother to fill in the grooves. Be sure to clean the paneling thoroughly to remove any product, such as lemon or orange oil, that may have been applied and prime before giving it a finish coat of paint. In the 1st house, I used Zolatone paint, in this house I used latex. Both paint jobs looked like new after more than 20 years.
