First step - figure out what you’re dealing with. Get inside the cabinet with a flashlight and determine how the top is attached. You may need to take out drawers to see what’s going on. You may need to stick a camera up in the corners.
Step two - remove old top, replace, attach.
Notes - you may have old caulk to remove and replace.
You may have wallpaper or paint to protect.
You may have a backsplash, tile, cabinet, or mirror that will interfere with removal.
You might find it way easier to tighten up the attachment of the original top than replacing it if there’s nothing wrong with it.

Clear silicone will seal the vanity top to the base also placed around the base of the sink it will seal the sink th the top
it's also sold at lowes in paint dept just ask Sales person for assistance to get proper silicone.
If the hold down clips under the sink are broke or don't fit, you can get new ones of varying types at the hardware store. Use silicon caulk to seat the top on.
