Perhaps layers of paint would smooth the surface out a bit and make them more comfortable. You could paint them in different colors of the grandkids choosing, they could help you paint the stepping stones in the colors of each of their choosing.

When you make some more, use a float to smooth them out while still wet in the form.
Did you mean your stepping stones are uneven or is the surface textured? If you make them to smooth they will become a slipping and falling hazard! If they are just uneven you will need to pull them up and level the ground under them then reset them. If the texture is what is rough then you can go to your local Home depot and but a gallon of their concrete STAIN not paint. This is really good stain which looks and goes on like paint but holds really good to concrete. It comes in many different colors so you can get one that will go good with your home and or patio or deck décor. You will first wash your stepping stone well and let dry. A power washer works the best for this but you can use an old broom with soapy water that has bleach in it to scrub your stepping stones with then rinse well and let completely dry before painting on your stain. You can either brush, roll or spray it on but I usually just use a paint roller to apply mine with. You will have to wait for the stain to completely dry usually a day at least before you can walk on it. You will be amazed at how pretty it will make your stepping stones look and it will soften the roughness of your stepping stones. Hopefully you will still have a little big of texture left to prevent falls especially when wet or ice covered. Hope this helps. Just make sure you buy the concrete stain and not just paint or deck stain which won't hold well on concrete. I have my concrete walkway, steps and patio all painted with this stain and it's held up many years and looks amazing. I've had many compliments on it. One thing to point out if you use a really dark color it will show dusty footprints but they easily rinse off. The lighter colors will show muddy prints but again they will wash off but you may have to use a brush or broom to get them off once dry.
No not painting what you want is concrete stain. Paint won't hold and will soon peel and chip off where the concrete stain goes on like paint, covers like paint but won't peel or chip off if applied correctly. If it's your first time using it you will have to wash your concrete let it dry then if this is the first time you've stained that concrete or paving stones you first put on a coat of bonding primer then once that's dry you will roll on your concrete stain and it will hold up for years. You can buy both the bonding primer and the concrete stain at Home Depot and they can help you get the right stuff. They will mix the color you choose from their color chart. Trust me you will love what it does for your concrete.

How about the kind of paint that you use on a garage floor. It's washable and stain resistance and might not be slippery.
Create a form the same size as existing pavers, but make them smoother, and replace the old ones.
