You can't. It's not the gas that's foggy. There's a leak somewhere. The glass needs to be removed, cleaned and reinstalled. The gas has leaked out and what looks like fog is moisture dried on the glass.
A seal has been compromised, typically not a homeowner DIY - here is a link to explain.

There is typically no way to fix that problem. It usually signals that the seal between the two windows has been broken, and allowed the gas/condensation, etc to get in between.
No way to repair. The seal between the glass panes has failed. Glass panels need to be replaced not the whole windows. I know Ace Hardware sells double glass panels. They also install. You can also call a glass shop.
there are contractors who can try to remove the fog but most will tell you that the seals are no longer working and the fog will come back. You may have to replace the window.

Im afraid you wont be able to fix this situation. Your only option is to live with them as is or replace the windows.
Buy a dehumidifier!
If seal is broken, recaulk the seal all around the window but remove the old one first. Dehumidifier works, too! It's an easy fix.
