You will have to use an outdoor stain and seal them with a UV spray clear spray
I'd spray paint them with exterior white paint. Best of luck.
Exterior concrete or porch paint.
I would recommend using a paint instead of a stain. Stains are typically transparent, so they would probably not turn a rock white as well as a paint would. Try an acrylic craft paint for small rocks, or even a latex house paint for larger ones.
