I would see if the neighbor or realtor knows who did the work and contact them if possible, It may still be under warranty.

You should also heck to see if you have properly installed gutters and leaders that take any rain water away from the house.
We had two slab leaks from plumbing under the foundation. Each time, we had to bring in a plumber to locate the leaks and replumb into the ceiling.
