Use steel wool soap pads (SOS or Brillo). They should take the rusty stuff right off.

Painting them by picking a color of shutters or contrast color from the siding or brick and for the jealousies remove the glass, I know that a job itself but worth all the elbow grease and paint the doors th same. A photo would be helpful?
I cleaned mine with steel wool soap pads like Brillo. Walmart has their own brand that even says "shines aluminum" on the box. All you have to add is a little water and elbow grease. :)
