I am not an expert, but I think there is a rubber gasket that needs to be replaced. Turn off the water at it's main source, unscrew the faucet handle and inside you should find a small round gasket, this can wear thin and need replaced. Or go to a hardware store and ask them.

Agree with all of the above and please heed the warning to shut your water supply off. If you aren't skilled, at least a little, there are little knobs under your sink so turn them completely off. Then, try to turn your water on as you normally would. No water? Success!!!! Now follow the instructions given.
