What's Best paint/sealer to use on cinder block wall in basement

Tried some paints that said there were goo for that purpose but not much luck, now peeling. It's an outside wall in the basement and moisture may be an issue. Thanks.

If moisture is an issue as you said, you need to correct it from the outside - not the inside of the block where the cinder block has already absorbed the water. You will need to dig the dirt away from the block and paint the block on the outside with a waterproof product. I'd also check to make sure that the soil is sloped away from the house foundation so water drains away from the house. If there is a lot of water or standing water, you may have to go as far as installing a French Drain.

Once those issues are addressed, what the best paint for the inside.

I would go to Homedepot, or Lowe's, and ask in the paint Dept for help, or get a professional to do the job. It involves so many different steps, it needs to be done carefully. I think you could hire some company that does foundations. Try a company like home builders. Make sure you get a contract, and their licensed to do this work, and a guarantee. Good Luck!
