Rent a powerwasher and spray it down. Pressurewasher usually will take the paint off. (They're fun to play with) Paint department at Home Depot will set you up with following steps to treat the deck and reapply stain or paint. Have fun and great entertaining.
Sanding the paint off and re finish
Powerwash, then sand and then stain.
