If you are referring to plastic,use Rutoleums 2X spray paint applying two lights coats,allowing each to dry in-between
This is probably not yours - it belongs to the trash company. You need to call them to see if you are allowed to paint it. If it is an eyesore, ask them if they can change it out for a new clean one.

If it is plastic, Krylon makes a line of paint called Fusion that is specifically for plastics.
Thanks. I would suggest any good plastic paint would do. Due to the nature of the beast, I'd really get it clean, especially of any grease, and use a primer. Not just a paint with a primer in it.
