Hello Kathy; I have had the same thing happen, here!
What I would do is this.
Fertilize and water the suckers, well.
It is worth a try, to see if they will grow for you.
It depends on what type of Rose bush that the original plant was grafted from. The suckers could have reverted back to the original plant.
Please take care of them and see what grows!!!
I saved the suckers, and was able to have two Rose bushes grow from them.

you could try wait and see. I had same problem. Out of curiosity I fed and watered it, got nice pretty roses from it. I have a " natural" yard, not a formal one, integrating different kinds of things.
