If you want to try, I've seen them made from PVC pipe and elbows, and casters.
If your basement is an option then use a close line rope or wooden dowels.
for a mobile garment rack use the pvc pipe or black metal pipe and fittings with casters for mobility. If you want it wall or ceiling mounted, locate the studs in your wall (or the ceiling joists), and install the flange and pipe to the studs. (For the ceiling you could do the same or use a sturdy hook and eye at each end and a chain or rope run through a hollow pipe as your closet rod). Hanging shelves and other closet organizers plus hangers and you are done.
There are heavy duty tension rods if the span is narrow and you have 2 walls. I like Susan Beauchamp's ideas though.
