It is on door facings and wain scotting. I was not sure how to go about cleaning it up.

I would try stripping it first. I'm thinking that you will end up using a good water based sealer like Kilz. If you want to cut down on the steps, you can get Kilz tinted to a color you want. I usually get mine at Home Depot.

Then paint it with Oil Based paint
This is the Only paint that will stick to the previously oiled teak furniture.
Or you could sand it down & then use an oil based varnish that is tinted. This way you get some colour & you are still able to see the beautiful team grain through the colour.
I have done this to many many outdoor pieces of teak furniture
Id suggest a quick sand and chalk paint- it adheres to almost every surface!
