Add more water to emulsion or white paint to gloss
Try using watercolor craft paints
If you want to fade as in tint - add white paint. If you want it to be translucent add water. If you want to make something ombre and fade each color into the next; paint the middle row, then while still wet, paint the lighter one above and blend the edges. Do the same below the middle row with a darker tint and blend those edges. You never want to see harsh edges on something like that which is suppose to fade into the next and so you must blend them together. You may need to add an extender to the paint to keep it wet a little longer so it will blend well. Fabric on a lamp shade will absorb it quickly. If you don't add extender, you can still achieve that ombre look by having your 3 shades of paint in cups ready to go and work quickly in sections around the lamp shade. Again - it all depends on what you mean by "Fade colors" -
