If the finish is uneven, you'll benefit from smoothing it out. Without seeing it, my best guess is you are concerned about the finish. There is paintable wallpaper that you can smooth an uneven wall that makes it smoother, if you don't want to repair the plaster (or sheetrock?). Sand it, fill any holes, damaged areas and then apply sealer before painting.
You will have to make sure all the glue is completely removed or re-spackle giving the walls two lights coats allowing to dry in between and sand un till smooth.
smooth it first with dry wall mud, let dry sand it smooth it to your taste ,then drywall primer and then paint it.
Skim coating with joint compound can go pretty fast with a 14" drywall taping blade
